Former Congressman Rodney Davis fined $43,475 by FEC for campaign finance violations

The Federal Election Commission has imposed a fine of $43,475 on the campaign fund of a former Illinois congressman. The fine was issued due to their failure to promptly refund excess contributions.

In a recent letter, the FEC notified Republican Rodney Davis’ campaign committee, Rodney for Congress, and its treasurer, Thomas Charles Datwyler, about a fine.

During the 2021-2022 election cycle, there were violations of federal campaign finance law. This law prohibits individuals or single-candidate political committees from making contributions of more than $2,900 per cycle, and multicandidate committees from making contributions of more than $5,000 per election. If excess contributions are made, they must be refunded or redesignated within 60 days.

The Federal Election Commission (FEC) has reached a negotiated settlement with Davis’ committee and Datwyler. As part of the settlement, it was determined that a contribution of $3,625 and general election contributions totaling $479,784 were not appropriately redistributed within the required 60-day period. Consequently, a fine was imposed. It is worth noting that Davis was not eligible for the larger amount since he was not on the 2022 general election ballot.

I tried calling Davis, but no one answered the phone. I also left a message for Datwyler.

The Federal Election Commission (FEC) acknowledged that the committee had reported the reimbursements of excessive contributions in their quarterly and year-end reports for 2022. Additionally, in January 2024, they filed the necessary paperwork to disclose the refunds as part of the negotiated settlement.

Davis, a 54-year-old resident of Taylorville, had a successful career serving five terms in Congress. However, due to the 2020 congressional redistricting, which was influenced by Democrats in the Illinois General Assembly, Davis found himself in a district alongside conservative Republican Mary Miller. Unfortunately, Davis lost to Miller in the 2022 GOP primary, with Miller securing over 57% of the vote.

The committee led by Davis informed the FEC that it will dissolve after settling the issue. The payment of the fine is due by July 18th.
